Jing-Jin-Ji Region: a “world high-level talent center” in 2030

According to the work report of the 11thCPC Congress of Tianjin, Tianjin is to promote the in-depth development of the all-round innovative reform and experiment in the Jing-Jin-Ji Region (Beijing, Tianjin and Hebei province) and the talent integration measures will be carried out in advance. Recently, the Jing-Jin-Ji Talent Work Group issued the Jing-Jin-Ji Talents Integration Development Plan(2017-2030) which is the first trans-regional talent plan as well as the first special plan on talent work to serve the country’s major national strategies. It aims to build Tianjin into an  industrial innovation talent center and the Jing-Jin-Ji Region— a “world high-level talents center” in 2030.

With the starting point of supporting the implementation of the Jing-Jin-Ji coordinated development, the Plan regards the institutional mechanism reform of talent integration development as well as the joint policy innovation as its main line. It focuses on the key tasks and projects for Jing-Jin-Ji talent integration development and brings forward an overall layout featuring one community, three poles, six areas, and various cities.

“One community” refers to the regional integrated talent development community.

“Three poles” means the three development poles in the Jing-Jin-Ji region. The original innovative talent development pole focuses on the establishment of a national scientific and technological innovation center and aims to build Beijing into an innovative talent center. The high-end manufacturing talents development pole concentrates on the construction of a national advanced manufacturing and research base and is to make Tianjin an industrial innovation talents center. The development pole of talents on commercialization of innovations takes care of the transformation development in Hebei by setting the innovative development in the Xiong’an New Area as an example and having Shijiangzhuang city play a leading part in the commercialization of innovations.

“Six areas” are the industrial talent development demonstration area based on the development of the coastal area in the east; the environmental protection talent development demonstration area, on the ecological conservation area in the northwest; the high-end airport economy talent development demonstration area, on the central areawith core functions; the high-end innovative and entrepreneurial talent development demonstration area, on the Xiong’an New Area; the development demonstration area of talents on commercialization of innovations, on the expanding functional area in the south; the Jing-Jin-Ji talent integration development demonstration area, on the area around Beijing’s Tongzhou district, Tianjin’s Wuqing district and Hebei’s Langfang city.

“Various cities” refer to the cities in Heibei—the regional central cities like Shijiazhuang and Tangshan as well as node cities like Zhangjiakou and Chengde—whose talent connection is promoted by that between Beijing and Tianjin.

The Plan points out five key tasks to bring out the advantages of the regional talent policies and specifies them into 16 missions. To cope with the unreasonable regional talent structure, the Plan lists measures like implementing programs on “talent support”, building new engine for talent development in the Jing-Jin-Ji Region and carrying out the talent connection plan tilted “Comprehensive Innovation and Reform Pilot Area in the Zhongguancun of Beijing, the Free Trade Zone of Tianjin, as well as the Xiong’an New Area, Shijiazhuang, Baoding and Langfang of Heibei”. 

What’s more, to basically build a “world high-level talents center” in 2030, the Plan maps out 13 key projects including the Jing-Jin-Ji talent innovation and entrepreneurship support project, the elite plan themed on “Realizing Dream in the Jing-Jin-Ji Region”, the high-skilled talent pool project, the Xiong’an New Area talent gathering project, the coastal industrial talent gathering project, the global talent community construction project, the global high-end talent recruitment plan, and the Winter Olympics talent development project, the last four of which will be carried out within the year.
